The purpose for the rental agreement is so that the Douglas Water Authority can verify there is an agreement between the owner of the property and the tenant. This assures DWA that both the owner and tenant agree to water service being turned on in the tenant’s name. It is a mandatory document for all new water service connections at rental property.
